Notice of Beijing Municipal Bureau of Economy and Information Technology on soliciting the third batch of members of "Beijing General Artificial Intelligence Industry Innovation Partnership Program"

  In order to speed up the application of large-scale models and continuously promote the commercialization and large-scale popularization of typical applications, on the basis of summing up and evaluating the work experience of the first and second batch of partner programs, the third batch of "partner program" members is now organized, focusing on "high-quality data supply, high-performance computing power supply and high-value model application", and the partner members in five fields of computing power, data, model, application and investment are widely collected. The relevant matters are notified as follows.

  I. Scope of the "Partnership Program"

  The "Partnership Program" aims to build a market-oriented service platform with industrial synergy, complementary advantages and resources, effective application and flexible cooperation mechanism among partners.

  (1) Calculation partners. Widely collected throughout the country, especially in Beijing, Tianjin, Hebei, Mongolia and surrounding areas. Computing partners have the ability to provide diversified and high-quality computing resources, and can give priority to providing high-quality computing services to large model teams and enterprises in this city, which can effectively reduce the threshold for computing use of small and medium-sized enterprises and individual developers, and can access the computing interconnection and operation service platform in Beijing. Computing partners should have cooperation cases with large model enterprises and AIGC enterprises in high-performance computing support. Encourage enterprises with domestic computing resources to actively participate.

  (2) Data partners. Data partner is the main body of data factor market, including data provider and data trader. Aiming at the high-quality data required for large-scale model training, it can combine specific application scenarios, give full play to the advantages of massive data resources and professional advantages of data providers, and realize the effective supply of training data and the compliant, efficient, safe and orderly flow. Priority should be given to the fact that the relevant data resources of data providers can be physically migrated, relying on the pioneer area of Beijing data basic system and the National Artificial Intelligence Data Training Base, and provide data support for large-scale model training through platform transactions. Encourage enterprises that can provide high-quality data resources for practical application scenarios such as intelligent manufacturing, government affairs, finance, medical care, entertainment and education to actively participate.

  (3) Model partners. Model partners mainly include general model enterprises, industry model enterprises and model service providers. The technical parameters of the general large model need to reach the domestic leading level, and the development of industry models based on the general large model is encouraged. Model partners should have the ability to provide application services by using large models, and can provide application services based on specific industries, or rely on the basic model platform to train and optimize through exclusive industry data to provide industry application services. Related model services or applications have achieved commercial cooperation or large-scale promotion and use.

  (4) Application partners. Application partners refer to all kinds of industry users who apply large-scale model capabilities to support business development. They should have a clear demand for cooperation in open scenarios, and have the ability and willingness to cooperate with applications. They can open their own typical application scenarios and rely on model products and services to drive business to improve quality and efficiency. Encourage central enterprises, state-owned enterprises and other units to actively participate.

  (5) Investment partners. Investment partners can empower the development of general artificial intelligence industry by means of capital assistance and service docking, and play the role of incubation, guidance and driving. They should have the sustainability of investment and services, provide a good environment for investment, incubation and cooperation docking, and regularly hold docking exchanges, salons roadshows and other activities to drive scientific and technological innovation, discover typical scenarios, promote cooperation, and promote the high-quality development of the digital economy. In the past two years, the number of investment projects in large models and related industries of investment partners has reached more than 5; Investment partners organize at least 10 roadshows and other service docking activities every year.

  Second, the reporting conditions

  (1) reporting conditions. Units that are willing to participate in the development of general artificial intelligence industry in Beijing and meet the relevant conditions of five types of partners. There is no bad record in terms of quality, safety, reputation and social responsibility.

  (2) Relevant rights and interests. Enjoy the docking service of computing power, data and application among partners, and provide relevant policy publicity and guidance.

  Third, the working mechanism

  In order to fully reflect the service docking effect of the "Partner Program", mobilize the enthusiasm of partner members and promote the double improvement of cooperation quality and effect, the working mechanism of partner member units is specially formulated.

  The member units that have been selected into the partnership plan should actively participate in relevant activities or meetings and perform their partnership duties. After comprehensive evaluation, the member units that do not participate in relevant activities without reason will take measures such as "reminding and revoking partner membership" respectively. All partner memberships are reviewed quarterly, and enterprises and institutions that fail to reflect the role of partner members will be led out after a quarter of observation. All partner member units shall strictly abide by the objective facts in providing capacity services and information disclosure, and shall not slander their peers. The materials and documents shared or disclosed shall comply with relevant laws and regulations, and bear relevant responsibilities caused by self-behavior.

  Fourth, the declaration method

  The reporting entity can choose to assume one or more partner roles according to its own business type. The applicant should fill in the Application Form for the Third Batch of Beijing "Partnership Program" (see the attachment for details), and send the official application form PDF document and Word document to the contact email before March 1, 2024.

  Huaian: Nanzha Folk Songs

  Nanzha folk song is a traditional folk song in Jiangsu Province. Nanzha Town is located in the southwest border of Chuzhou District, Huai ‘an City, with the Grand Canal in the east and Baima Lake in the vicinity. It has beautiful scenery and rich humanities. It is not only full of the cultural charm of the Beijing-Hangzhou Canal, but also rich in rich and high-quality local folk songs. Nanzha folk songs born of the canal originated from this place.

  According to historical records, Nanzha folk songs were well-known in the Tang Dynasty. Nanzha folk songs, based on their rich rhyme of water and countryside, have formed euphemistic, slow and lyrical singing features and singing forms such as competition and duet, and more than 500 songs have been circulated so far.Covering folk music, folk literature and folk culture, it is rich in content, beautiful in melody, widely sung and well protected, and is known as the "living fossil of folk traditional music".   Taizhou: Taixing Flower Drum

  Taixing Flower Drum originated from Qinjialou, Nansha Township, Guangling District, Taixing County, according to Mingzhai Zhenshi • It has a history of three or four hundred years. Taixing Flower Drum can not only perform dance alone, but also sing while dancing. Whether it is the dance itself, the tune or the lyrics, it has a complete and mature structure, unique style, self-contained and extremely local characteristics.

  Taixing Flower Drum is sung in Taixing dialect, and the lyrics are not fixed. In order to avoid monotonous repetition, some lyrics are often made up and filled into the song, or some humorous and witty songs are sung to enliven the atmosphere and please the audience. The dance steps and movements of Taixing Flower Drum are large, flexible and funny. The dance steps include "Three Steps Upside Down", "Magpie Climbing the Plum Step" and "Jade Rabbit Yue Bai Step". Among them, "Three Steps Upside Down" and "Magpie Climbing the Plum Step" are not found in other folk dances. In particular, the "three-step", the foot shaking and the waist twisting and knees bending, is very rhythmic, showing the simple, kind, optimistic and cheerful personality of Taixing people. In 2009, it was listed as a non-legacy protection project in Jiangsu Province.

  Suqian: Subei Drum

  Subei Drum is a form of rap music based on Suqian dialect, commonly known as "singing big books". The form of expression is a big drum and two crescent plates. Talk and sing, and pay equal attention to rap. His lyrics are rigorous, including cross sentences, seven sentences, five sentences and three sentences. To put it bluntly, pay attention to drinking, eating, being slow and anxious, with symmetrical upper and lower sentences and vigorous singing. The long representative works are Gao Huaide’s Soldiers Going Down to Hedong, A Loyal Luo Family General, and the short representative works are Yu Ji’s Ci Chu, Aunt’s Pledge, Giving Sheep, Flying Kite, etc.

  Northern Jiangsu Drum was formed in the middle of Qing Dynasty, and it was recorded in detail in China Quyi Zhi. Mainly distributed in Suqian, Jiangsu, Suining, Pizhou and other areas along the Beijing-Hangzhou Grand Canal, and then extended to Huai ‘an, Lianyungang and other surrounding areas. Northern Jiangsu drum works have won many national and provincial awards such as Peony Award nomination award, Wenhua Award, Five-Star Project Award and Luhua Award.

  Yancheng: Hair Embroidery (Dongtai Hair Embroidery)

  Dongtai Hair Embroidery, formerly known as Ink Embroidery, is made of silk as the base, embroidery needle as the pen, and selected girls’ natural hair as the embroidery thread. Compared with other embroidery crafts, hair embroidery is a comprehensive art with unique materials, corrosion resistance, strong texture, never fading, simple and elegant, pale and beautiful, natural color, involving books, paintings, printing, embroidery, engraving and many other fields. How thick is the land property of developers who have invested heavily in "staking the land"?

    Since the beginning of this year, listed real estate companies have raised more than 100 billion yuan in total through additional issuance, and these companies have been staking huge sums of money in major cities.


    Financing-the issuance of real estate stocks is booming


    According to the data of the National Bureau of Statistics, from January to June in the first half of the year, the housing sales prices in 70 large and medium-sized cities in China increased by 5.6%, 5.9%, 5.9%, 5.4%, 6.4% and 7.1% respectively, showing an overall upward trend.     Article 3 The term "early warning signal" as mentioned in these Provisions refers to the warning information icons released to the public by meteorological offices and stations with the right to release for effectively preventing and mitigating sudden meteorological disasters. The early warning signal consists of three parts: name, icon and meaning (see annex).

  Early warning signals are divided into eleven categories, such as typhoon, rainstorm, high temperature, cold wave, fog, thunderstorm and gale, gale, sandstorm, hail, snowstorm and road icing.

    Early warning signals are generally divided into four levels (IV, III, II and I). According to the severity and urgency of the disaster, the colors are blue, yellow, orange and red in turn, and they are marked in Chinese and English, representing general, heavy, serious and particularly serious respectively. According to the characteristics and early warning ability of different disasters, the early warning grades and standards of different disasters are determined.

    When a variety of meteorological disasters occur or are predicted to occur at the same time, a variety of early warning signals can be issued simultaneously according to the corresponding standards.

    Article 4 The meteorological offices and stations subordinate to the competent meteorological departments at or above the county level shall uniformly issue early warning signals and indicate the areas for early warning of meteorological disasters. No organization or individual may disseminate to the public the early warning signals provided by meteorological stations subordinate to non-competent meteorological departments.

    Meteorological offices and stations subordinate to competent meteorological departments at all levels can only issue early warning signals within the responsibility area of this forecast service. The meteorological observatory at a higher level shall strengthen the technical guidance for the release of early warning signals from the meteorological observatory at a lower level, strengthen the consultation and communication on the release of early warning signals from the meteorological observatory at a higher level and the meteorological observatory at a lower level, and ensure the consistency of the release of early warning signals from the meteorological observatory at a higher level and the meteorological observatory at a lower level.

    Article 5 The competent meteorological departments at all levels shall timely and accurately issue early warning signals, update or cancel the early warning signals in time according to the weather changes, and notify the people’s government at the same level.

    Article 6 The National Meteorological Center and the competent meteorological departments at the provincial level shall, according to the forecasting and early warning capabilities and the weather and climate characteristics, determine the types of early warning signals issued by the responsible areas of this forecasting service and report them to the China Meteorological Bureau for approval; The categories of early warning signals issued by the competent meteorological departments at the city and county levels shall be uniformly determined by the competent meteorological departments at the provincial level and reported to the China Meteorological Bureau for the record.

    Seventh competent meteorological departments at all levels should formulate specific procedures for the production and release of early warning signals, and report them to the competent meteorological departments at higher levels for examination and approval to ensure that the production and release work is standardized and orderly.

    Eighth competent meteorological departments at all levels should make full use of television, radio, Internet, SMS and other means to immediately release early warning signals to the society, and establish early warning signals to release electronic display boards in prominent positions in urban areas. Meteorological authorities at all levels should take the initiative to strengthen communication with radio stations, television stations, urban construction and information management departments, and establish a working mechanism for issuing early warning signals immediately. Specific measures for broadcasting early warning signals shall be jointly formulated by competent meteorological departments at all levels in conjunction with radio, film and television and information industry departments at the same level.

    Ninth competent meteorological departments at all levels should strengthen the infrastructure construction of meteorological disaster monitoring and early warning system, early warning signal production and release system, and constantly improve the local early warning level and broadcast quality.

    Tenth competent meteorological departments at all levels shall, in accordance with the provisions of this regulation, compile and publish brochures on meteorological disaster warning signals and preventive measures, and take various means to carry out in-depth publicity.

Meaning: The rainfall will reach more than 50 mm in 6 hours, or it has reached more than 50 mm and the rainfall may continue.

Hail warning signals are divided into two levels, which are represented by orange and red respectively.

(1) Hail orange warning signal

Meaning: there may be hail accompanied by lightning weather within 6 hours, and it may cause hail disaster.

1, pay attention to the weather changes, prepare for hail suppression and lightning protection;

On the whole, the modern logistics industry in our province has entered a critical stage of comprehensive upgrading and development, but the problems of low development level and relatively extensive development mode still exist, which are mainly manifested as follows: First, the overall scale of the industry is small, the service capacity is not high, the efficiency is low, and the supporting role for industrial development is not enough. Second, the logistics infrastructure network needs to be improved, and the planning and construction of logistics parks and logistics centers are not reasonable and there are structural contradictions. Third, there is a lack of leading logistics enterprises, and the phenomenon of scattered, small and weak logistics enterprises is widespread. Fourth, the degree of logistics informatization and standardization is not high, and the application degree of automation equipment is low. Fifth, the quality of logistics practitioners is not high, and there is a lack of professionals. 1. Aviation logistics network. Relying on the "two networks and one hub" aviation network layout of civil airport network, third-class route network and Changshui International Aviation Hub, we will build an aviation logistics network with kunming changshui international airport as the core, regional hub airports as the focus, regional airports as the foundation and general airports as the supplement, covering the whole country and South Asia and Southeast Asia, and build a fast, efficient, convenient and safe aviation logistics service system.

Focusing on the development orientation of building our province into a trading and logistics center of plateau agricultural products in China, we will vigorously develop cold chain logistics focusing on flowers, fruits and vegetables, wild edible fungi, meat and dairy products, and create a "72-hour cold chain logistics service circle" for plateau agricultural products facing the whole country. We will improve facilities such as pre-cooling at the place of origin, cold storage at the place of sale, fresh-keeping transportation and fresh-keeping processing, and realize seamless connection between cold chain logistics transportation and other links. VI. Safeguard measures

3. Promote the application of standards. Accelerate the application of standardized logistics equipment and improve the universality and interchangeability of logistics equipment in the process of loading, unloading, handling and transportation. Promote the application of national standards and industry standards for logistics information and encourage the application of logistics operation standards. Encourage trade associations, scientific research institutions and enterprises to participate in the translation and revision of international standards or industry standards, and formulate local standards and enterprise standards in our province.

4. Strengthen safety supervision. Further standardize the business activities of logistics enterprises and put an end to illegal collection, transportation, storage and delivery of prohibited and dangerous goods.
