In the past five years, under the strong leadership of the CPC Central Committee with the Supreme Leader as the core, and under the strong supervision of the National People’s Congress and its Standing Committee, the procuratorial organs throughout the country have fully implemented the spirit of the 18th and 19th National Congress of the Communist Party of China, faithfully performed the legal supervision duties entrusted by the Constitution and laws under the guidance of the Supreme Leader’s Socialism with Chinese characteristics Thought in the New Era, made solid progress in the administration of justice for the people and fair justice, significantly improved the quality, efficiency and credibility of justice, and made great progress in people’s procuratorial work.
First, promote the construction of a safe China to ensure the long-term stability of the country and the people live and work in peace and contentment.
Firmly establish the overall concept of national security, perform duties such as approving arrest and prosecuting according to law, and safeguard national security and social stability. From 2013 to 2017, procuratorial organs across the country arrested 4.531 million criminal suspects, a decrease of 3.4% compared with the previous five years; 7.173 million people were prosecuted, up by 19.2% over the previous five years.
Firmly safeguard national security. We will carry out in-depth struggle against separatism, reverse osmosis, espionage and cults, and resolutely safeguard national political security, especially political security and institutional security.
Effectively protect citizens’ personal rights, property rights and personality rights. A total of 405,000 people were prosecuted for intentional homicide, kidnapping, arson and other serious violent crimes. Procuratorial organs in Gansu, Zhejiang and other places quickly arrested and prosecuted Kan Moun’s "August 5" series of rape and murder cases, blue Qianjiang nanny arson and other major vicious cases. Resolutely punish robbery, robbery, theft and other multiple crimes against property, and prosecute 1.724 million people. At the same time, we intervened in the investigation of production safety accidents such as particularly serious fire and explosion accidents in Tianjin Port, prosecuted 14,000 people for serious accidents and accidents caused by dangerous goods, and investigated 4,368 people for dereliction of duty and other duty crimes behind the accidents, up by 10.4% and 80.1% respectively over the previous five years. Prosecuted 1,472 people for crimes such as insult, slander and false accusation, and protected citizens’ personal dignity according to law.
Highlight the punishment of telecommunication network fraud crimes. In 2016, it jointly issued a circular with the Ministry of Public Security, the Ministry of Industry and Information Technology and the People’s Bank of China, and jointly listed and supervised 62 major cases including the "Xu Yuyu case" with the Ministry of Public Security. In the past two years, a total of 51,000 people were prosecuted for telecommunication network fraud.
Resolutely punish medical-related crimes. After the Wenling killing case in 2013, a special campaign to crack down on medical-related crimes was immediately deployed. Since 2014, it has jointly issued opinions with the Ministry of Public Security and the National Health and Family Planning Commission for three consecutive years, resolutely punishing medical-related crimes and maintaining medical order. Quickly respond to violent medical records and supervise them. Since 2016, a total of 7,816 people have been prosecuted for intentional injury to medical personnel and gathering people in hospitals to make trouble.
Promote the construction of a safe campus. In view of bullying and violence that seriously endanger students’ physical and mental health, we jointly issued guidance with the Central Comprehensive Management Office to promote comprehensive management and ensure campus safety. Since 2016, more than 10,000 people have been prosecuted for violent crimes against school students. Punish fraud, extortion and other crimes involved in "campus loan" according to law.
Deepen the comprehensive management of public security in the procuratorial link. Highlight the rectification of "village tyrants" and clan evil forces crimes, and actively promote rural governance. Highlight the punishment of crimes such as online rumors, online gun trafficking, online gambling, and infringement of citizens’ personal information. We will carry out special inspections to verify and correct the offenders who have escaped from prison, and supervise the execution of 15,000 people who have seriously violated the regulatory provisions or the conditions for execution outside prison have disappeared.
Second, unswervingly implement the new development concept, serve the overall situation and protect people’s livelihood
Focusing on the overall work of the party and the state, we have successively formulated and implemented 11 judicial policy guidance opinions, such as comprehensively deepening the reform of service, serving the new normal of economic development, promoting scientific and technological innovation, and ensuring the construction of healthy China, so as to further enhance the ability of service to ensure economic and social development.
Actively integrate into the implementation of major national strategies and optimize the business environment. Procuratorial organs in Beijing, Tianjin and Hebei have established a cooperative mechanism to serve the coordinated development of Beijing-Tianjin-Hebei and the construction of xiong’an new area. Procuratorial organs in the locations of 11 pilot free trade zones, such as Shanghai, have established an integrated cooperation mechanism to create "free trade procuratorial work" with China characteristics.
Resolutely guard against and resolve economic and financial risks. Actively invest in the special rectification of Internet financial risks, and prosecute 144,000 people for crimes of disrupting financial management order and financial fraud, 2.2 times that of the previous five years. Highlight the punishment of illegal absorption of public deposits, fund-raising fraud, pyramid schemes and other stakeholder-type economic crimes, and prosecute 82,000 people.
Strengthen equal protection of enterprises and judicial protection of property rights. In handling judicial cases, we should attach importance to improving the judicial policy of equal protection of public ownership and non-public ownership economy, adhere to strict standardization of fair and civilized justice, adhere to "three prudence" and distinguish "five boundaries" to minimize the impact on the normal production and operation of enterprises. In 2017, policy documents such as strengthening the judicial protection of property rights and protecting the legitimate rights and interests of entrepreneurs in accordance with the law were successively issued, clearly requiring that the problems caused by irregular operation of enterprises should strictly follow the principles of non-retroactivity of laws, legality of crimes and punishment, and leniency from the old. Those that have passed the limitation of prosecution will not be investigated, and those that are unclear about crimes and non-crimes will be treated as innocent. Special arrangements were made to clean up criminal complaint cases involving property rights, and 21 cases including SEG Group’s complaint cases were identified and corrected according to law. The Supreme People’s Procuratorate set up a special case-handling team for Zhang Wenzhong and Gu Chujun cases, which reviewed them simultaneously with the Supreme People’s Court and put forward procuratorial opinions according to law.
Optimize the legal environment for scientific and technological innovation. Adhering to the concept that protecting intellectual property rights means protecting innovation, and strengthening judicial protection of intellectual property rights, 30 provinces, autonomous regions and municipalities such as Guangdong, Sichuan and Ningxia have built judicial information sharing platforms to crack down on infringement and counterfeiting, and prosecuted more than 120,000 people for manufacturing and selling fake and inferior commodities and infringing intellectual property rights, 2.1 times that of the previous five years.
Strengthen the judicial protection of the ecological environment and protect the green water, green mountains and blue sky. For four consecutive years, special supervision was carried out to severely punish crimes of destroying environmental resources, and 137,000 people were prosecuted, an increase of 59.3% over the previous five years. On-site supervision of Tengger Desert sewage case and Qilian Mountain environmental resources destruction case. We handled 13,000 public interest lawsuits in the field of ecological environment, urged 5,972 enterprises to rectify, urged the restoration of 143,000 hectares of polluted and damaged cultivated land, woodland, wetlands and grasslands, and claimed 470 million yuan for environmental control and ecological restoration.
Ensure the safety on the tip of the tongue. Promote the connection between administrative law enforcement and criminal justice in the field of food and medicine, pay close attention to the outstanding problems such as problem milk powder, waste oil, sick and dead pork, illegal vaccines, etc., carry out special case-filing supervision for four consecutive years, and supervise 986 major cases such as Pang Hongwei and others illegally operating vaccines; Handle 731 public interest litigation in the field of food and medicine; 63,000 people were prosecuted for manufacturing and selling counterfeit drugs, toxic and harmful foods, which was 5.7 times that of the previous five years.
Resolutely punish malicious unpaid wages. 7957 people were prosecuted for refusing to pay labor remuneration, and 9176 cases were prosecuted by migrant workers. In December 2017, special supervision was deployed for migrant workers to ask for wages. By the Spring Festival, the procuratorial organs had supported 5,566 migrant workers to file lawsuits and helped recover labor remuneration of more than 46.05 million yuan; At the same time, 370 procuratorial suggestions were issued to relevant departments, urging them to perform their duties according to law, helping more than 20,000 migrant workers to recover 340 million yuan in unpaid labor remuneration, and letting migrant workers’ brothers go home for a good year.
Strengthen the protection of the rights and interests of special groups and people in difficulty, and strengthen judicial humanistic care. We issued eight measures for judicial protection of minors, severely cracked down on crimes of sexual assault, trafficking and abuse of minors, and strengthened judicial protection for left-behind children and children in distress. Procuratorial organs in Shanghai and Beijing quickly intervened and handled cases of social concern such as child abuse in Ctrip Parent-child Park and Red, Yellow and Blue Kindergarten according to law. Protect women’s personal rights and interests in accordance with the law, and prosecute 43,000 people for crimes such as rape, trafficking and forced prostitution. Judicial assistance was provided to 51,000 victims or their close relatives who were in trouble in life, and 430 million yuan was paid.
Third, stick to the principle of "fighting tigers", "catching flies" and "hunting foxes"
Resolutely implement the deployment of the CPC Central Committee, unswervingly do a good job in investigating and preventing duty crimes, fully cooperate with and support the reform of the national supervision system, and serve the overall situation of anti-corruption work.
Highlight the investigation of major cases. 254,419 people were put on file to investigate duty crimes, an increase of 16.4% over the previous five years, saving the country more than 55.3 billion yuan in economic losses. Among them, there are 15,234 county-level national staff and 2,405 bureau-level staff suspected of duty crimes. Under the unified leadership of the CPC Central Committee, since the 18th National Congress of the CPC, procuratorial organs have filed investigations on 120 former cadres at or above the provincial level, including Zhou Yongkang, Sun Zhengcai, Ling Jihua and Su Rong, and prosecuted 105 former cadres at or above the provincial level. Handle the duty crimes involved in Hengyang’s destructive election case, Nanchong’s canvassing and bribery election case and Liaoning’s canvassing and bribery election case according to law. Insist on investigating bribery together, and seriously investigate and deal with 59,593 cases of bribery by state staff and 37,277 cases of bribery by "hunting" cadres, up by 6.7% and 87% respectively over the previous five years.
Resolutely punish "small officials are greedy" and "micro-corruption". We continued to carry out special work to investigate and prevent job-related crimes that occurred around the masses and harmed the interests of the masses, and investigated and dealt with 62,715 people who were "fly greedy" in the areas of people’s livelihood such as agricultural fund management, land acquisition and demolition, social security and poverty alleviation. In conjunction with the the State Council Poverty Alleviation Office, we will deploy a five-year centralized rectification and strengthen the special work of preventing duty crimes in the field of poverty alleviation, and carry out preventive supervision on key projects of ex situ poverty alleviation and relocation.
Persistently carry out international pursuit and recovery of duty crimes. Under the unified leadership of the Central Commission for Discipline Inspection, since October 2014, special actions have been continuously carried out to strengthen judicial cooperation with relevant countries and regions, and 222 suspects who fled from duty have been persuaded, repatriated and extradited from 42 countries and regions, including 35 "100 Hongtong personnel" including Yang Xiuzhu, Li Huabo, Wang Guoqiang and Huang Yurong.
Strengthen the prevention of duty crimes. Fourth-level procuratorates generally carry out annual reports, special reports and warning education on punishing and preventing duty crimes, deeply analyze the characteristics and causes of systematic and regional duty crimes, and put forward suggestions for rectification and prevention. Continue to carry out special prevention in the field of engineering construction. Provide the file inquiry service of bribery crime and promote the construction of social credit system. A number of works on the rule of law, such as People’s Procurator and in the name of people, were well received.
Resolutely implement the major decision-making arrangements of the CPC Central Committee on the reform of the state supervision system. Deeply understand the great significance of reform, resolutely support and fully support the reform. In 2017, the procuratorial organs in Beijing, Shanxi and Zhejiang piloted first and gained important experience. Procuratorial organs in other non-pilot provinces, autonomous regions and municipalities put 46,032 people on file to investigate duty crimes, up 4.7% year-on-year, ensuring that the investigation and handling efforts are not reduced, the pace is unchanged, and the scale is not loose. The functions and institutions of the anti-corruption, anti-blasphemy and prevention departments of the fourth-level procuratorate and 44151 procuratorial police officers have all been transferred on time.
Four, comprehensively strengthen the legal supervision of litigation activities, and earnestly safeguard judicial justice.
Strengthen the legal supervision of criminal, civil and administrative litigation, strengthen the judicial guarantee of human rights, and strive to make the people feel fair and just in every judicial case.
A number of major cases of injustice have been corrected. The people’s courts promptly put forward protests or suggestions for retrial in 18 cases of major wrongs, such as Zhang’s uncle’s rape and murder case, Shen Liujin’s intentional homicide case, Lu Rongxin’s rape and murder case and Li Song’s intentional homicide case, and all of them were acquitted. In the retrial cases of Nie Shubin, Hugue Gilles, and Wang Lijun’s purchase of corn without a license, the procuratorial organs set up a task force at the same time, re-examined the evidence, clearly put forward corrective opinions, and jointly corrected errors. Promulgate a series of guiding opinions on performing procuratorial functions to correct and prevent unjust and wrong cases, and establish a system for reviewing criminal appeal cases in different places.
Resolutely correct illegal commutation, parole and temporary execution outside prison. If the application for "temporary leave reduction" does not meet the statutory conditions or procedures, and the ruling or decision is improper, 118,000 people will be supervised and corrected. In response to the people’s strong reaction to the problems of "reducing sentence by power" and "getting money out of prison", we strengthened supervision over the transfer of prison from other places, scoring assessment and disease identification, focusing on duty crimes, financial crimes and triad-related crimes, and supervised the relevant departments to put 2,244 criminals in prison, including 121 cadres at or above the original bureau level.
Persevere in cleaning up long-delayed cases. With the joint efforts of various organs of politics and law, 4,459 people verified in 2013 were all cleared and corrected by October 2016.
Supervise and correct the outstanding problems of criminals sentenced to actual punishment who have not executed the punishment. In response to the problem that some criminals found by procuratorial organs were not imprisoned, dispersed in society or even committed crimes again after being sentenced to actual punishment, in 2016, they jointly carried out special clean-up with the Ministry of Public Security and the Ministry of Justice, and verified 11,379 people and followed up and supervised them one by one. At present, 9,222 people have been supervised and corrected, of which 7,162 have been put into prison.
Strengthen the supervision of civil administrative litigation. More than 20,000 protests were lodged against the effective judgments and conciliation statements of civil administration that were considered to be wrong, 24,000 procuratorial suggestions for retrial, 83,000 procuratorial suggestions for illegal situations in trial procedures and 124,000 procuratorial suggestions for civil execution activities.
Resolutely punish judicial corruption. Attention was paid to discovering duty crimes behind lax law enforcement and unfair justice in litigation supervision, and 11,560 judicial staff members were put on file for investigation for abusing power for personal gain, taking bribes and perverting the law, and dereliction of duty.
V. Persevere in implementation and accelerate the reform of the judicial system
The 29 reform tasks deployed by the CPC Central Committee and undertaken by the Supreme People’s Procuratorate have all been completed or concluded, and the judicial reform has shown a situation of all-round efforts, multiple breakthroughs and in-depth advancement.
The judicial responsibility system is fully implemented. The pattern of classified management of prosecutors, procuratorial auxiliary personnel and judicial administrative personnel has basically taken shape. The post system of prosecutors has been pushed forward in an all-round way, and all prosecutors have been allocated to the front line of handling cases, and post dynamic management has been implemented. Leading cadres take the lead in handling major difficult and complicated cases. 1,854 procuratorates carried out internal institutional reforms, and the front-line handling power generally increased by more than 20%.
Great progress has been made in the reform of the public interest litigation system initiated by procuratorial organs. Since July 2015, a two-year pilot project has been carried out in 860 procuratorates in 13 provinces, autonomous regions and municipalities, and 9,053 public interest litigation cases have been handled, covering all authorized fields such as ecological environment and resource protection, state-owned assets protection, assignment of state-owned land use rights, food and drug safety, and it has embarked on a road of public interest judicial protection with China characteristics.
The reform of the criminal procedure system centered on trial has been vigorously promoted. Give full play to the pre-trial leading and filtering role, urge the investigation organs to file 98,000 cases and withdraw 77,000 cases, arrest 124,000 people and prosecute 148,000 people, and refuse to arrest 625,000 people and prosecute 121,000 people who do not constitute a crime or lack of evidence, of which 2,864 people were not arrested and 975 people were not prosecuted because of the exclusion of illegal evidence, and correct the "Wang Yulei’s intentional homicide case" according to law. Strengthen the supervision of criminal trial activities, and lodge 35,000 protests against criminal referees who think there are mistakes. the Supreme People’s Procuratorate lodged protests or retrial procuratorial suggestions with the Supreme People’s Court on 11 major cases such as "Chen Man’s intentional homicide case" and "Tan Xinshan’s intentional homicide case".
The pilot program of quick adjudication of criminal cases and the lenient system of pleading guilty and punishment was carried out in a solid manner. According to the authorization decision of the National People’s Congress Standing Committee (NPCSC), a two-year pilot program of expedited criminal cases was launched in 18 cities in June 2014. A total of 56,000 minor criminal cases were recommended to be expedited, and the review and prosecution period was shortened from 20 days in the past to 5 days on average.
Important achievements have been made in the pilot reform of procuratorates across administrative divisions. After the establishment of the third branch of Shanghai Procuratorate and the fourth branch of Beijing Procuratorate in 2014, we actively explored cross-administrative jurisdiction and handling mechanism. Handled 843 trans-regional cases and special types of cases such as food and medicine, environmental resources, intellectual property rights and maritime affairs, with 1,332 people.
The reform of unified management of people and property in procuratorates below the provincial level has been steadily advanced. The chief procurators of city and county procuratorates are managed by provincial party committees, and other leading members are managed by provincial party committees or entrusted municipal party committees. The establishment of a provincial prosecutor selection committee, unified selection of prosecutors. Nineteen provinces, including Jilin and Guangdong, have realized the unified management of provincial property, and the provincial, city and county procuratorates are the first-level budget units of the provincial finance department.
The reform of the people’s supervisor system has been deepened. Since the deepening of reform in 2014, people’s supervisors have supervised 9241 cases.
The reform of the judicial system is deeply integrated with the application of modern science and technology. In 2014, a national unified big data case-handling platform was built, which integrates the functions of case handling, management, supervision and statistics, and the four-level procuratorate is fully connected and covered. All cases have one platform, one standard and one program, and online entry, online management and online supervision are realized, and data is automatically generated.
Six, keep in mind that while the iron is hot, we must be hard, adhere to strict inspection and build a good team.
Strive to build a procuratorial team that will reassure the party, satisfy the people, be loyal and reliable, and be honest and clean.
Strengthen political construction and capacity building. In-depth study and implementation of the Supreme Leader’s Socialism with Chinese characteristics Thought in the new era, solidly carry out the Party’s mass line education practice activities and "three strictness and three realities" special education, and promote the normalization and institutionalization of "two studies and one work" study and education. Consciously accept the special inspection and supervision of the central government, persistently rectify outstanding problems, and comprehensively strengthen party building in procuratorial organs.
Adhere to the standard of justice is always on the road. Since 2014, special rectification has been carried out to regulate judicial behavior for four consecutive years, and outstanding problems such as illegal seizure and freezing of property involved, violent evidence collection, and failure to listen to the opinions of parties and lawyers according to law have been resolutely corrected. The Supreme People’s Procuratorate listed and supervised 193 cases of judicial irregularities, and publicly notified typical cases. Eight bans on the investigation of duty crimes, regulations on residential surveillance at designated residences and regulations on the management of property involved in criminal proceedings were promulgated.
Persevere in discipline and discipline, and severely punish their own corruption with zero tolerance. Formulate implementation measures, issue 15 bans on serious discipline style and bans on prosecutors’ behavior beyond eight hours. 2089 prosecutors who violated discipline and law were severely punished, including 11 in the Supreme People’s Procuratorate, and 543 who violated the spirit of the eight central regulations. Seriously investigate the responsibility of 531 leading cadres for dereliction of duty and oversight.
Seven, for the people’s justice, and consciously accept the supervision of the people.
Firmly establish the concept that supervisors should accept supervision more, and ensure that procuratorial power is always exercised fairly on the track of rule of law.
Consciously accept the supervision of the NPC. Conscientiously implement the spirit of the previous sessions of the 12th National People’s Congress, timely and comprehensively sort out 8,587 opinions and suggestions put forward by NPC deputies during their previous deliberation reports, inspections and discussions, and issue them to the four-level procuratorate for rectification and implementation. Report to the National People’s Congress Standing Committee (NPCSC) on special topics, actively cooperate with special inspections and investigations, and conscientiously implement the judicial interpretation filing and review system. The Supreme People’s Procuratorate established a system in which members of the leading bodies directly contacted representatives and internal organs directly contacted delegations, and invited 1,573 NPC deputies to inspect the work in batches. All 594 motions and suggestions put forward by NPC deputies have been settled.
Consciously accept democratic supervision. Actively participate in the special consultation meeting in Chinese People’s Political Consultative Conference, improve the system of major decision-making consultation and joint investigation on major issues with Chinese People’s Political Consultative Conference, the central committees of democratic parties and the All-China Federation of Industry and Commerce, and regularly report the procuratorial work. All 216 proposals put forward by Committee member Chinese People’s Political Consultative Conference have been settled.
Consciously accept the constraints of the people’s courts and public security organs. The people’s court made a verdict of not guilty of public prosecution cases, comprehensive and careful evaluation and analysis, reporting typical cases, improve the quality of handling cases. For the cases of non-approval of arrest and non-prosecution submitted by the public security organs for reconsideration and review, the undertaker was replaced and re-examined, and the original decision was changed by 2,115 people, an increase of 85.7% over the previous five years.
Broaden the channels for people’s supervision. We will build a unified window to serve the masses, upgrade and improve the national 12309 public platform for procuratorial services, and comprehensively promote the construction of online procuratorates, handheld procuratorates and procuratorial service halls.
In the past five years, the whole system has supported the accelerated development of procuratorial work in old revolutionary base areas, ethnic areas, border areas and poverty-stricken areas.
In the past five years, efforts have been made to provide a strong judicial guarantee for realizing the dream of strengthening the military. A total of 1,635 people have been prosecuted for military-related crimes such as destroying military facilities, pretending to be soldiers, and destroying military marriages.
In the past five years, we have deepened judicial exchanges and cooperation with Hong Kong, Macao and Taiwan, exchanged visits with principal prosecutors on both sides of the Taiwan Strait in appropriate names, opened secondary windows to standardize cross-strait judicial assistance cases, strengthened cooperation in punishing cross-border crimes, properly handled cases involving Hong Kong, Macao and Taiwan and overseas Chinese according to law, and resolutely safeguarded the legitimate rights and interests of compatriots in Hong Kong, Macao and Taiwan, overseas Chinese and their relatives.
In the past five years, we have actively integrated into the diplomacy of a big country with China characteristics, given full play to the positive role of judicial exchanges with foreign countries, and served the "Belt and Road" construction and the new pattern of comprehensive opening up. We will develop and improve multilateral mechanisms such as the International Federation of Prosecutors, the Conference of Attorneys-General of SCO Member States, the Conference of Attorneys-General of China-ASEAN Member States, and the International Association of Anti-Corruption Authorities, initiate the establishment of the meeting mechanism of the Attorney-General of BRICS countries, establish the mechanism of direct cooperation and regular meetings between procuratorial organs in the border areas of China, Vietnam and China and Kazakhstan, and promote the building of a community of human destiny. China’s procuratorial "circle of friends" is growing. The Supreme People’s Procuratorate has signed 145 bilateral cooperation agreements with law enforcement and judicial organs of 95 countries and regions, and has cooperated closely in the fields of counter-terrorism, pursuit and recovery, and combating telecommunication network crimes and drug crimes. Since 2013, it has handled 675 criminal judicial assistance cases.
The development and progress of procuratorial work in the past five years is fundamentally led by the CPC Central Committee with the Supreme Leader as the core, the most critical is the scientific guidance of the Supreme Leader’s Socialism with Chinese characteristics Thought in the new era, and the most important thing is the great environment formed by the historic changes in the cause of the party and the state.
At the same time, we are clearly aware that there are still many shortcomings in our work and we are also facing many difficulties and challenges. First, we need to further improve our understanding of the opportunities and challenges brought about by changes in major social contradictions and the growing needs of the people in the new era in terms of democracy, rule of law, fairness, justice, security and environment, and the measures need to be further improved; Second, the legal supervision of procuratorial organs needs to be further strengthened, and the procuratorial work in civil, administrative and criminal execution is still weak in some places. In 2018, under the strong leadership of the CPC Central Committee with the Supreme Leader as the core, procuratorial organs throughout the country should focus on safeguarding national political security, ensuring overall social stability, promoting social fairness and justice, ensuring people to live and work in peace and contentment, strengthening legal supervision, promoting the construction of a safe China and a China ruled by law, strengthening the construction of an excellent procuratorial team and intelligent procuratorial work, deepening the reform of the judicial system, and striving to create a safe political environment, a stable social environment, a just legal environment and a quality service environment.
First, thoroughly study and implement the Supreme Leader’s Socialism with Chinese characteristics Thought in the new era. In the national procuratorial organs, the supreme leader will be trained to study Socialism with Chinese characteristics Thought in the new era, arming his mind and guiding practice with the Party’s innovative theory.
