Controlling risk factors and reducing the risk of cancer

Improve the ability of cancer prevention and control and improve the prevention and control service system

The "Proposal" clearly stipulates that the balanced layout of high-level cancer prevention and control institutions should be promoted, with the National Cancer Center as the leader, a national cancer prevention and control network should be built, and relying on regional medical centers, one or two institutions with leading levels in the fields of cancer prevention, treatment, teaching and scientific research should be selected in seven districts of Northeast China, North China, Central China, East China, South China, Northwest China and Southwest China, respectively, so as to promote the construction of cancer regional medical centers. Implementing cancer informatization and perfecting tumor registration system

The "Program" requires that the cancer registration and reporting system be improved, and by 2022, the cancer registration work will be fully covered in all counties and districts, and national and provincial cancer registration annual reports will be released. Improve the quality of cancer registration data, and by 2022, the number of registration offices included in the national cancer registration annual report will be no less than 850. Efforts will be made to reduce the premature death rate caused by cancer. By 2022, the overall five-year survival rate of cancer will increase by 3 percentage points compared with 2015.

At the same time, improve the quality control system of diagnosis and treatment and optimize the diagnosis and treatment mode. Continue to promote the "single disease, multidisciplinary" diagnosis and treatment model, integrate relevant professional and technical forces, and actively promote the clinical transformation and application of new technologies and methods. Actively use the Internet, artificial intelligence and other technologies to facilitate remote consultation and other services to improve the ability of primary diagnosis and treatment. Explore the establishment of a standardized diagnosis and treatment auxiliary system, and use information technology to standardize the doctor’s diagnosis and treatment methods in real time.

Combination of traditional Chinese and western medicine plays a unique role in traditional Chinese medicine

The "Proposal" proposes that it is necessary to speed up the construction of a network for the prevention and treatment of cancer with traditional Chinese medicine and improve the ability to prevent and treat cancer with traditional Chinese medicine. Give play to the role of traditional Chinese medicine in "preventing diseases", study and sort out the knowledge of cancer prevention of traditional Chinese medicine and incorporate it into the national basic public health education service project. Comprehensive use of modern diagnosis and treatment technology and TCM physique identification and other TCM detection methods, early detection of high-risk groups, and actively carry out comprehensive intervention of Chinese and Western medicine for precancerous lesions, and gradually improve the intervention rate of Chinese medicine for cancer patients.

Guarantee rescue and reduce the burden of medical treatment for the masses

The "Program" proposes to ensure the medical security treatment of cancer patients. Encourage qualified commercial insurance institutions to develop commercial health insurance products related to cancer prevention and treatment, and guide charitable organizations such as foundations to actively carry out medical assistance for cancer patients.

Improve the accessibility of anticancer drugs, speed up the registration and approval of new anticancer drugs at home and abroad, promote the simultaneous listing of new overseas drugs in China, smooth the temporary import channels of clinically urgent anticancer drugs, and promote the substitution of generic drugs for anticancer drugs that are urgently needed, necessary and have a large amount of money and heavy drug burden.

We will improve the dynamic adjustment mechanism of the medical insurance drug list, include eligible anticancer drugs into the medical insurance drug list according to procedures, and carry out centralized drug procurement in a timely manner to ensure the demand for clinical drugs and reduce the burden on patients.

Intensify cancer prevention, control and treatment in poverty-stricken areas, promote the implementation of health poverty alleviation projects, do a good job in cancer prevention, control and treatment of poor people in rural areas such as setting up a card and special hardship, and strengthen cancer screening, special treatment for serious diseases and centralized treatment of key cancers.

Accelerate the transformation of major scientific and technological research and innovation achievements

The "Program" emphasizes the need to strengthen the construction of cancer-related disciplines and concentrate on speeding up scientific research.

To improve the layout of professional degree authorization points in cancer-related disciplines, it is required that the stock plan of colleges and universities tilt to arrange doctoral training in key fields such as cancer research. Appropriately increase professional enrollment plans and professional personnel training in weak areas such as cancer radiotherapy and chemotherapy, imaging, pathology, nursing, rehabilitation, hospice care and childhood tumors. Strengthen the training of professionals in weak areas such as cancer, imaging, pathology and tumor psychology of women and children.

Focus on key areas such as pathogenesis, prevention and treatment technology of high-incidence cancer. Strengthen the theoretical, clinical and basic research on the prevention and treatment of cancer with traditional Chinese medicine, and organize evidence-based evaluation research on the treatment of cancer with traditional Chinese medicine and integrated traditional Chinese and western medicine. Support the research and development, transformation and application of traditional Chinese medicine preparations, new traditional Chinese medicine drugs and traditional Chinese medicine diagnosis and treatment equipment in cancer prevention and treatment medical institutions. Give full play to the leading role of the National Clinical Medical Research Center and its collaborative network in clinical research and achievement transformation, and continuously improve the overall scientific and technological level of cancer prevention and treatment in China.
