Recently, the North China Environmental Protection Supervision Center of the Ministry of Environmental Protection, together with the Environmental Protection Department of Henan Province, gave feedback to the Xinxiang Municipal Government on the comprehensive supervision of atmospheric and water environmental management in Xinxiang City. The main leaders and in-charge leaders of Xinxiang Municipal Government, the main leaders of counties (cities, districts) governments and relevant departments and relevant personnel attended the feedback meeting. In order to implement the new Environmental Protection Law, promote the implementation of the Air Prevention Action Plan and the Water Pollution Prevention Action Plan, and strengthen the government’s environmental responsibility, according to the work deployment, the North China Environmental Protection Supervision Center and the Henan Provincial Environmental Protection Department conducted a comprehensive supervision on the air and water environment management in Xinxiang City from March to April this year. Adhering to the problem orientation, the inspection team made a comprehensive analysis of Xinxiang’s environmental protection, especially the prevention and control of air and water pollution, through unannounced visits, thorough inspection and verification, on-site inspection, visiting departments, consulting materials and accepting reports.
The inspector believes that in recent years, Xinxiang Municipal Party Committee and Municipal Government have paid equal attention to development and protection, constantly strengthened the working mechanism of environmental protection, and improved the assessment system of environmental protection targets. After years of efforts, the city’s industrial structure has been optimized, and the environmental protection management of key industries, the demolition and reform of coal-fired boilers, and the elimination of yellow-label vehicles have been steadily promoted, and positive progress has been made in urban environmental construction, upgrading of traditional industries, and creation of ecological demonstration. Since the implementation of the new environmental protection law, the enforcement of environmental supervision has obviously increased.
The inspector pointed out that although Xinxiang has made positive progress in environmental protection, the problems are still outstanding and the situation is not optimistic from the current situation of environmental quality in the city.
Environmental problems are prominent, and pressure transmission is weak.
First, the quality of the city’s air and water environment is not optimistic. In 2015, the annual average concentration of PM10 in Xinxiang was 158 μ g/m.

The compliance rate of the assessment section in Haihe River Basin is even lower. The annual compliance rate of the Xiamaying section of the communist canal Weihui is only 33.3%, and the compliance rate of the Weihe Weihui Huangfu section is only 8.3%.
Second, departmental linkage and pressure transmission are weak.Xinxiang’s environmental protection work mechanism is imperfect, the responsibilities of departments are unclear, the pressure transmission is not in place, and the assessment accountability is not implemented.The city’s loose burning coal base is unclear, the pollution situation is unknown, and there is a lack of basic control measures; The investigation of black and odorous water bodies is not in place, and effective pollution interception and control measures have not been formulated and taken; Groundwater quality and water pollution control also have problems such as unclear departmental responsibilities and poor coordination and promotion; The pollution control of livestock and poultry breeding, the ban on burning straw and garbage, etc. all exist the phenomenon of buck passing between departments. Grass-roots governments have not obviously felt the pressure, and some grass-roots governments and relevant departments have copied the plans of their superiors when formulating the "three major projects".
Third, the environmental problems of industries and industrial clusters are outstanding. The industries with high energy consumption and high pollution in Xinxiang account for a large proportion, and the layout is not reasonable. The industries with high energy consumption and high pollution, such as cement, chemical industry, papermaking and pharmacy, are concentrated, and their production capacity and output rank among the top in the province. The environmental problems in industrial clusters are outstanding. Among the 12 provincial-level industrial clusters in the city, 6 industrial clusters such as fengqiu county and Yuanyang County failed to pass the planning environmental assessment, 9 industrial clusters such as Xindong and Huixian County failed to achieve central heating, and the sewage treatment plants in two industrial clusters failed to be built as required. Although the industrial wastewater in three industrial clusters entered the sewage treatment plants for treatment, the sewage treatment plants exceeded the standard for a long time.
Fourth, the key work of air pollution prevention and control has not been implemented enough. The total coal consumption is not well controlled, and the consumption is still increasing year by year. In 2015, coal accounted for 77.9% of the total energy consumption in the city. The coal quality is not optimistic. In December 2015, the unqualified rate of total sulfur and volatile matter in commercial coal (briquette) was 30%, and the unqualified rate of total sulfur in coal-fired enterprises was 19%. The control of dust pollution is weak, and most construction sites have not implemented the "six 100%" requirements; The problem of road dust is prominent, and there are many large-scale heavy-duty vehicles pulling sand and gravel in the urban ring road and National Highway 107, and most of them have not taken dust prevention measures such as covering; There is a serious shortage of mechanical scanning vehicles in urban areas, and the mechanical scanning rate of urban main roads is far below the 80% target set by the implementation plan of Xinxiang Blue Sky Project. There is a risk of rebound in straw burning, and the control of waste incineration in the city is not strict; There are many problems in oil quality and oil and gas recovery. Ten private gas stations sampled and tested gasoline, and many found unqualified oil products.
Fifth, water pollution control has a long way to go. Xinxiang’s industries such as medicine, paper-making, chemical fiber, chemical industry, wine and beverage, food processing and textile account for about 80% of the city’s industrial water pollution emissions every year. The problem of direct sewage discharge is still common. The coverage rate of sewage pipe network in the city is about 70%, and about 150,000 tons of industrial wastewater and domestic sewage are directly discharged into rivers every day. Xinxiang City has built 14 sewage treatment plants, and 4 of them have not been put into operation. Among the 10 sewage treatment plants in operation, two sewage treatment plants have insufficient water collection and cannot operate normally; The two sewage treatment plants have been overloaded for a long time, and there are often problems of excessive discharge and sewage overflow; The two sewage treatment plants discharge about 170,000 tons of wastewater exceeding the standard every day because they accept high-concentration industrial wastewater. The environmental problems of livestock and poultry breeding are not optimistic, and more than 300 large-scale farms (communities) have no pollution prevention facilities; However, non-large-scale livestock and poultry farmers generally have not built supporting pollution prevention facilities, and the pollution situation is outstanding.
Sixth, the construction of environmental infrastructure is seriously lagging behind. The construction of sewage treatment planning projects is slow. Of the 18 projects required to be completed and put into operation by the end of 2015 in Henan Province, 12 projects have not been completed. The urban central heating rate is low. According to the calculation, the urban central heating rate is less than 20%, which brings great challenges to air pollution control in winter. The operation and management of domestic waste landfill is not standardized. There are some problems in 8 domestic waste landfills in Xinxiang city, such as irregular landfill, abnormal operation of leachate treatment facilities, and failure to timely check and accept.
Seventh, some enterprises have repeatedly banned environmental violations and violations. There is fraud in boiler modification of Huaxing Pharmaceutical Factory in Xinxiang, Henan Province; The supporting desulfurization facilities of No.1 boiler in the enterprise are not operating normally; No.4 75t/h boiler has no environmental protection procedures, and the desulfurization and denitrification facilities operate illegally. Henan Li Gu Special Cement Co., Ltd. resumed production without authorization after being punished by Henan Provincial Environmental Protection Department and stopped production for rectification, and caused pollution to the surrounding atmospheric environment. The inspection also found that Xinxiang Jujing Chemical Co., Ltd., Huojia Dongzhangju New Wall Building Materials Factory, Xinxiang Huazhong Cement Co., Ltd., Yanjin Satellite Environmental Protection New Building Materials Co., Ltd., Xinxiang Xintailong Wood Industry Co., Ltd. and Huarui Hi-Tech Co., Ltd. have problems such as abnormal operation of pollution prevention facilities and illegal production.
Strengthen pressure transmission and strengthen problem rectification.
In response to the above problems, the inspection team requested that Xinxiang City should conscientiously do a good job in rectifying the feedback from comprehensive inspections. The rectification plan should be submitted to the Ministry of Environmental Protection and the Henan Provincial Government within 20 working days, and the rectification plan should be "checked, assessed and accountable". In promoting the rectification work, we should further unify our thinking, strengthen pressure transmission, strictly implement the requirements of the Environmental Protection Law and the Notice of the General Office of the State Council on Strengthening Environmental Supervision and Law Enforcement, and resolutely promote the new normal of environmental law-abiding.
At the feedback meeting, the Environmental Protection Department of Henan Province stressed: First, it is necessary to recognize the current grim situation, earnestly enhance the sense of urgency and responsibility in environmental protection work, and deeply understand the decision-making arrangements of the CPC Central Committee and the State Council on ecological civilization construction and the firm determination to strengthen environmental protection work. Xinxiang city should draw inferences from others, comprehensively sort out the outstanding problems that restrict the improvement of environmental quality, firmly seize the major opportunities currently facing, and make overall plans to promote a win-win situation for environmental protection and economy. Second, it is necessary to highlight key areas, pay close attention to the rectification and implementation of outstanding environmental problems, keep a close eye on the objectives, implement responsibilities, ensure the completion of the objectives and tasks assigned by Henan Province’s "Blue Sky Project Implementation Plan", do a good job in comprehensively improving the water environment, strengthen the centralized rectification of industrial clusters and industrial parks, severely crack down on outstanding environmental violations, and strengthen the construction of environmental monitoring networks. Third, it is necessary to strengthen the "four responsibilities", build a general pattern of environmental protection under the leadership of party committees, government responsibility, departmental cooperation and social co-governance, and strengthen the leadership responsibilities of party committees and governments, which should be strictly implemented in accordance with the clear requirements of the central government on environmental protection "Party and government share the same responsibility and one post and two responsibilities"; Clarify the "three management and three necessities" responsibilities of relevant departments, strictly enforce the unified supervision responsibility of environmental protection, and implement the responsibility of pollutant discharge units to abide by the law.
Finally, Wang Dengxi, acting mayor of Xinxiang Municipal People’s Government, stated that Xinxiang City will take this feedback meeting as an opportunity, focus on the feedback from the supervision team and all relevant requirements, do its best to implement all the work, and vigorously promote the continuous improvement of the environmental situation. We should further improve our ideological understanding, strengthen the rectification of problems, address both the symptoms and the root causes, and be stricter in asking questions and accountability. Xinxiang City will firmly establish the concept of green development, fully implement the environmental protection principle of "Party and government share responsibility, double responsibility for one post and accountability for dereliction of duty", strengthen environmental protection with stricter measures, greater efforts and higher standards, and continuously improve environmental quality.
