　　Good morning everyone! Welcome to the press conference this morning. First of all, on behalf of China United Network Communication Co., Ltd. Lu ‘an Branch, I would like to express my heartfelt thanks to all friends in the press for their long-term concern and support for the work of Lu ‘an Unicom! Below, I will give a brief introduction to the contribution of Lu ‘an Unicom to the national economy and social informatization construction in Lu ‘an under the strong leadership of the CPC Lu ‘an Municipal Committee, especially since the 19th National Congress of the Communist Party of China.
　　First, the basic situation of Lu ‘an Unicom
　　Lu ‘an Unicom was established on September 25th, 1999, and merged with Lu ‘an Netcom in October 2008 to form Lu ‘an Branch of China United Network Communication Co., Ltd., becoming one of the three important basic telecom operators in Lu ‘an. Lu ‘an Unicom has set up a company in the city, which has 5 business units and 12 departments, and has 217 contract employees, with an average age of 36.7. The accumulated national tax revenue has exceeded 100 million yuan, and nearly 3,000 people have been directly and indirectly employed. Won many honors, such as National Women’s March 1st Model Post, National Youth Civilization, Anhui Integrity Unit, Anhui May 1st Labor Medal, etc. In 2018, Lu ‘an Unicom comprehensively deepened the reform of mixed ownership, implemented a strategy of focusing on innovation and cooperation, and actively promoted Internet-based operations, which significantly improved its development speed, quality and efficiency. This year marks the 20th anniversary of the establishment of Lu ‘an Unicom. In the past 20 years, in the tide of national reform and development, Lu ‘an Unicom has seized the opportunity to take advantage of the situation, and with the care and support of Lu ‘an Municipal Party Committee and municipal government and relevant departments, adhered to the concept of "service-oriented, development-oriented", emancipated its mind, pioneered and innovated, worked hard, and kept forging ahead towards the development goal of a world-class telecom operator.
　　Second, adhere to the leadership of party building and stress politics with a clear-cut stand.
　　The Party Committee of Lu ‘an Unicom was established in 2000, with 9 Party branches, including 110 people in party member, and 70% in party member. The Party Committee of the Company has always adhered to the guidance of Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era, thoroughly studied, publicized and implemented the spirit of the 19th National Congress of the Communist Party of China and the spirit of the Second and Third Plenary Sessions of the 19th Central Committee, took the comprehensive and strict management of the Party as the main line, took the party’s political construction as the guide, highlighted the deep integration of party building and central work, and led high-quality development with party building.
　　The Party Committee of the company regards the three major battles as a major political task, establishes a working mechanism to prevent and resolve major risks, promotes the efficient operation of the city’s poverty alleviation system, and uses information technology to help fight the battle against pollution; Resolutely implement a series of major deployments such as network powers. Lu’ an Unicom has always attached great importance to poverty alleviation. In 2019, the poverty alleviation fund budget was declared to be 217,000 yuan, and the consumption poverty alleviation budget was 100,000 yuan. A total of 8 full-time poverty alleviation personnel were stationed in village poverty alleviation points. In recent years, the accumulated poverty alleviation funds were nearly 400,000 yuan, consumption poverty alleviation was nearly 700,000 yuan, and online poverty alleviation was more than 14 million yuan.
　　In recent years, the Party Committee of the company has paid close attention to the construction of grass-roots party organizations, comprehensively improved the organizational strength and combat effectiveness of party organizations, and at the same time made great efforts to promote the innovative development of trade unions and the Communist Youth League. Through the establishment of a national civilized city, a national health city, volunteer service and labor skills competitions, the reform and development of enterprises and party building have been effectively promoted at the same frequency and promoted each other.
　　At present, Lu ‘an Unicom is actively carrying out the education on the theme of "Do not forget your initiative mind, Keep in mind the mission". The Party Committee of the company insists on problem-oriented and inward-facing, strengthens the investigation and study, examines the problems and implements the rectification, keeps the initial intention, undertakes the mission, finds the gap and pays close attention to implementation, and strives to solve the key links that restrict the development of the enterprise.
　　Third, deepen the transformation and reform, and further promote the company’s high-quality development.
　　Lu’ an Unicom has always adhered to the management philosophy of "all for customers, all for the front line and all for the market". Since the mixed reform in 2018, the company has deepened the implementation of the strategy of focusing on innovation cooperation around high-quality development, fully accelerated the new operation of the Internet, and comprehensively deepened the reform of mixed ownership. The construction of "five new" Unicom with new governance, new genes, new operations, new kinetic energy and new ecology has taken important steps, and the company’s various developments have achieved outstanding results.

　　(1) Deepen the innovative operation of the Internet, and increase the mobile business efficiently.
　　Since the 19th National Congress, the company’s main business income has continued to grow, and the number of billing users has steadily increased. In 2017 and 2018, the main income increased by 8.58% and 8.78% respectively, and the net increase of users was 42,900 and 28,600 respectively. By deepening e-commerce business cooperation with Internet companies, we can segment market demand, optimize the launch of differentiated products, and solve the needs of high-traffic users. Deepen the unified operation of online and offline full contacts, promote the change of physical channels from sitting merchants to businessmen, and promote the mutual drainage of online and offline. Focus on the light touch points such as online and horizontal alliances, and the development benefits are continuously improved. The company implemented the policy of "speeding up and reducing fees", deepened traffic management by optimizing packages and vigorously promoting large-flow packages, and promoted users’ smooth transition. The unit price of mobile Internet traffic dropped significantly. The total mobile Internet traffic increased by 155% year-on-year, and the average monthly data traffic of mobile phone users reached 9.33GB.
　　(B) Focus on integrated development, and broadband services have grown well.
　　The company resolutely implemented the central rural revitalization strategy, continued to strengthen rural network infrastructure construction, and the coverage level of rural broadband networks continued to improve. The company takes broadband business as the carrier, constantly enriching and filling high-quality video content, accelerating the layout of smart home business, and enhancing user stickiness and product competitiveness. Increase the promotion of integrated products in all channels, focus on improving the penetration rate, and promote mutual development. Implement comprehensive grid contracting reform, stimulate grassroots vitality, enhance sales and service capabilities, and continuously improve the penetration rate of new broadband convergence.
　　(3) Focus on "platform+application" and "cloud+network +X" and make breakthroughs in innovative business.
　　The growth rate of innovative business was 70% in 2018 and 95% in the first half of 2019. The ability of innovative business and the ability to acquire innovative big projects were greatly improved. Give full play to the synergistic effect of cloud and network, cloud and light enterprises and industries have steadily advanced, and all enterprises have made breakthroughs in going to the cloud. Focus on key industries such as government affairs, education, medical care, and ecological environment, and build innovative platforms such as cloud computing, big data, and the Internet of Things. Lu ‘an Unicom has promoted the implementation of a variety of personalized communication information programs including mayor’s hotline, public security bureau PDT, medical image cloud, blue sky guard, residential construction site monitoring, dust control, smart community/integrated grid, smart park, agricultural Internet of Things, etc., which has effectively improved the management level and efficiency of the government and enterprises, greatly enhanced the intelligent information service function of Lu ‘an, and contributed to building a "smart Lu ‘an" and practicing the social responsibility of central enterprises.
　　(D) Continuously improve the service level and customer perception.
　　Lu’ an Unicom always insists on customer first and quality service, and strives to exchange "a hundred times of care" for "very satisfied" users. In recent years, the score of customer satisfaction (NPS) of mobile network has been steadily improved, and the score of broadband customer satisfaction (NPS) has been greatly improved. First, the "the State Council Grand Inspection" has been further promoted, and the persistent problem of service has been thoroughly cured, and the special governance work has been effectively implemented. The second is to provide users with more convenient services. The mobile phone business hall APP is constantly optimized and improved, which can realize the functions of checking phone bills, paying phone bills, changing packages, selecting numbers, buying mobile phones, installing broadband, etc. Users can handle business without leaving home. The third is to make good use of the Internet and big data platforms, pay attention to the diverse needs of users, take samples, build models and provide accurate services, and achieve the overall improvement of service level.
　　(E) Accurate and efficient construction of boutique networks, and continuous improvement of network competitiveness.

　　Lu ‘an Unicom insists on accurate and efficient investment oriented to benefit and market, focuses on key businesses and key regions, uses big data to achieve accurate construction, quickly responds to market demand, ensures efficient and rapid business development, and builds a brand of "Ingenuity Network". Up to now, in terms of mobile networks, 1,717 4G base stations have been built, covering 98.45% of urban areas and 76.7% of administrative villages. Covering 803 buildings in depth, the coverage rate of Class I and II reached 88.16% and 41.86%; There are 1807 blind 3G base stations, and the coverage of 3G base network is further improved; At the same time, actively study and promote the co-construction and sharing of 5G, explore various cooperation modes, reduce construction costs, and ensure the synchronization of future construction with the industry. In terms of broadband network, 357 new national standard residential areas are connected, forming 125,800 effective ports, covering 434 administrative villages in the city. In terms of network maintenance, we focus on business applications close to users’ perception, strengthen network optimization rectification, and continuously improve service quality. The downlink rate of 4G reaches more than 100 megabits per second, and the uplink rate is more than 40 megabits per second. The average uplink and downlink rate of the network keeps leading in the industry, and the network delay index keeps the best in the industry. Taking the innovation of "all-service network middle platform" support system as the starting point, and comprehensively improving the quality of broadband network services, our company’s maintenance team also won the first place in the "Lu ‘an Communication Industry Smart Home Business Support Competition" in 2018.
　　Fourth, the prospect of the next step
　　At present, China has officially entered   5G  Times, 5G  The issuance of licenses will bring new opportunities for innovation and development for the development of the communications industry. The company should further accelerate the pace of Internet transformation, transform the kinetic energy of innovation and development, and achieve high-quality sustainable development. In the next step, first, we must continue to thoroughly study and implement Socialism with Chinese characteristics Thought of the Supreme Leader in the new era and the spirit of the 19 th National Congress of the Communist Party of China, and continue to strengthen party building in enterprises; Second, we must actively practice the new development concept, deepen the implementation of the strategy of focusing on innovation and cooperation, deepen the reform of mixed ownership, and strive to create a new situation of "five new" Unicom construction and high-quality development; Third, we must unswervingly deepen Internet operation, continuously improve customer perception, operational efficiency and differentiated competitiveness, strive to stabilize basic business, optimize business operation mode, keep a close eye on new demands such as government and industry, strengthen collaborative marketing of "innovative business+basic business", realize large-scale development of innovative business, drive basic business to increase income, solidly promote 5G+ industrial Internet, and drive the overall business to grow steadily; Fourth, we must adhere to the strategy of focus, innovation and cooperation, take 5G as the center, actively promote the co-construction and sharing of 5G networks, improve 4G networks, simplify and optimize the network structure, build a "5G+4G" boutique network accurately and efficiently, build network competitiveness, and provide a solid guarantee for business development; Fifth, we should further promote innovation and change in various fields, reduce costs and increase efficiency,Strengthen basic management and risk management and control, and continuously improve the endogenous vitality and operational efficiency of enterprises.
